There a distinction between the two that would necessitate an implication instead? Kind of hard to tell. I've read in a few places 'sweets' is a British English term whereas 'candy' is an American English term, but both refer to confectionaries.
EDIT: Right, I forget. If we're defining 'sweets' as a more general term (which would include desserts like parfaits and sundaes) then perhaps an implication/alias could go the other way.
