The wiki for open shirt states that it is to be used for "A shirt or blouse that has been unbuttoned and left hanging open."
A blouse is not a shirt. There is no "open blouse" tag.

Not only open shirt also tied shirt, torn shirt, wet shirt and maybe some others. Often used for tank top for example.
Implications created in topic #11553 (no real discussion) and topic #7174 must be mentioned (old, but some arguments are still on right point).

The only problem is with tank tops. Should we create a seperate color group (black_tanktop, white_tanktop etc.)

It's worth mentioning that "shirt" as used in shirt_lift or open_shirt is meant to be a generic term for any upper body clothing. I don't know when the shirt implication mania began, but one good look at the tag shows it's about as useful as a theoretical female tag.
Approved the request, implication is removed for now. If anyone's up to it, clean up open_shirt to move appropriate posts to open_blouse, then edit the wiki, and we can have the implication back.
