AFAIK it always was skirt only.

There are posts with zettai ryouki and a different character with shorts. Also zettai_ryouiki has 2200 pages, making those with shorts a very tiny minority I regard as mistagged.

I wouldn't do that. That wiki page has links to three external zettai ryouki definitions, and none of those include shorts. The pixiv definition also doesn't include those. ;)

Hmm, quite troublesome this case. But how should we treat those cases then? In my eyes, there is no big visual difference if there is a gab between the skirt and a thighhigh or a short. And I thought zattai ryouiki refers only to the gap and skirts are the most common examples.

It's also about being almost able to see - panties, that is. It's not a big visual difference, true, but still a difference.

Edit: As for what to do... I'd remove the tag from posts with shorts.

Yes. I wanted to ask this as well but if panties don't count, then the "larger" version shouldn't count as well.
Well, I think we've covered the shorts, leotard and zettai ryouiki tags :].

The tail fins of an arrow are known as fletches. We haven't a tag for that, presumably because they're a such a common feature of arrows and are rarely prominent in illustrations.
