Honestly some artist still think that this place "demands" money because of the various fanarts present and a lot of people who had silver/gold marks because they donate to keep the site running.
Maybe they should not bother uploading them in public. Even if he post them in arcalive (korean imageboard something) does he think he can avoid people if they wish?
He might better beg for a DMCA like many others, but honestly there is a good reason why people archive artwork from the start.
