If Reimu is running things, I kind of expect to see everything made out of plywood and cardboard with all the care and attention for detail as a 3rd grader's science project. Cue the epic dissapointment, and Meiling punching holes in something in frustration, and then being suckered into working for Reimu for a while to pay off the debt... again.

On the other hand, I think it's more likely it will be a large number of shops, all run by Rinnouske, with Sakuya just giving up on questioning how he is in fifty places at once. (And Yuyuko will be there to eat all the food in all the stalls.)
