Well I thought it was Rumia as well, but looking closer you can see Flandre's side ponytail or whatever its called.

i swore i seen this joke before...you know about the cheating and nitori giving off points...yea this same author did the highschool life stuff already, not sure if he's repeating jokes or just doing this stuff by adding in the new characters...he's funny though i love his stuff.
