Not really much resemblance to Rider apart from the hair colour and glasses. (She's from Atlas, so if she really ends up having any connection to an existing TM character it'd be more likely to be Sion.)

It's already shown in a preview that the Rider in the game is a pink-haired female pirate captain; there are even pictures here with the Fate/extra tag showing her. Since her appearance is so unique, Rani Vii is possible a new Master or Magus; her art at least would suggest some advanced skill set.
