First: this was tagged as both original and elden_ring on Pixiv. I have never played the game, so I don't know if this is a character from the game or an OC in an Elden Ring setting; thus the character_request tag.

100% sure this is an OC. The armor doesn’t seem to match completly with any in the game, and the look of the character is very far from what ER characters look like.
As for the Elden Ring tag, it does fits, pretty sure the location is the sea of flowes in Shadow of the Erdtree, but its night, and raining, and leaving blue'ish corrosion marks, which is a thing from Elden Ring Nightreign.
The art is probably a Mash-Up of all two games + DLC from Original.
