If you put it another way, the fact that the inquisitors have to constantly go after all these "heretics" who fantasize about the Tau means that the Tau's propaganda is actually working.

The Imperium needs to step up it's counter propaganda.

The "Expectation" in the art makes me think that the guardsman's going to get a reality check that will motivate him to double down on the purge from all xenos.
