I understand the actual words being said in panel 1, but I'm not sure I'm getting the contextual sense, especially from Ichirin's line. If it's referencing the Underground (as in Chireiden's location), I'm not sure why, as they don't seem to be there right now or have a reason to tie it in to what Aya's said.
