I don't know, the fact that she got the stall in the first place, gathers the ingredients, resources, maintenance, advertisement and pretty much everything to keep her business running, MAY imply she isn't stupid. not to mention she uses her power for something other than danmaku.

In fact, she is really Machiavellic. She uses her power to make her "potential" clients nightblind so they only see the lights in her stall and desperately come to eat her lampreys with the hope they'll recover. Mystia definitively is not a birdbrain and is EBIL.
Even she may be smarter than Tokiko, since she may be only a bookworm like Patchy, and being a bookworm doesn't always imply the person is smart. There's a difference between being instructed and being smart.
Exibit 1 - Can't read, doesn't seem proud of it which means it's not because she chose not to and also means she knows that not being able to read is something that might get her odd looks.
Exibit 2 - Spends all of PoFV wandering around and singing with no aim, very similar to Rumia who is also quite a dunce considering she crashes into stuff because her she can't see in her own darkness. At least Mystia doesn't crash into stuff.
Exibit 3 - Didn't retreat from the teams in IN when she had the chance and decided to stay around because she was sure she could win. So far only one other person attempted this was Yuugi and we all know that's because Yuugi actually was strong. Only 2 kinds of people would attempt this, truly strong people or people who only think they are strong (9s). A very Cirno like move.
Exibit 4 - Believed Lampreys had 8 eyes before Aya pointed out they only have 2 and the rest are just patterns. Also points out that Mystia didn't even count the number of patterns right because there are actually 14.

So yeah, Mystia's a dunce. Sure she can hold a business but that doesn't make her smart either, that just means she's not the dumbest one out there (which I believe to be Rumia since we know Cirno somehow learnt to read).
1. She knows what is the standard, she's aware of it and tries to fit. She makes a conscious effort. Sanae is aware Gensokyo is different, but her approach to fit in is VERY different, remember SA's Extra "You can't let yourself be trapped by common sense in Gensokyo, right?"
2. Singing is one of her main defense mechanisms, driving people insane and attracting monster to finish her enemy. Didn't Sakuya's reasons to be in PCB were because she had run of coffee? Youmu method of finding the suspect in IaMP was to cut people. Yukari wanted to defeat Suika by drinking all the sake and blaming it on Suika even if it's impossible for her to drink that much in the first place. Only very few have grand motives like saving the world or something like that. Reimu and Marisa in SA certainly weren't trying to keep Utsuho from destroying Gensokyo.
3. The Spellcard System DOES NOT WORK ON WHO IS STRONGER. It was made so even the weakest human could beat somebody like the Phantasm. Yukari's and Reimu's last words aren't based on strength but creating complex patterns that can be memorized. You can beat one of Flandre's spellcards by doing absolutely nothing. Moonbitch beat Sakuya and Marisa because they were fighting with the spellcard system while she was in full battle mode. The closest thing she was to using the spellcards was when Reimu threatened to unleash the filth in the moon.
4. That sounds like she needs glasses. Children aren't considered stupid if they have problem seeing the blackboard. If she learned to do something as complex as set up her trap and keep running her business, having the necessary tool to learn how to read would make it possible
5. Yukari AND Yuyuko ran away before Shiki gets even close because they can't stand her lectures either.
and as I said, their minds are different from humans' For example, eating humans is perfectly normal and what any intelligent youkai would do if they are hungry. They even gather parties to hunt humans in the outside. No normal person would think, hey I feel like eating a person today.
not to mention that fighting humans, even if they can't beat them, is NECESSARY to uphold their part of the contract that keeps Gensokyo alive.
1-She may know the standard, but she wasn't able to talk back to Aya about it and hid it very poorly, in fact, she basically handed Aya the information on a silver platter. Sure, being a bad liar doesn't make you dumb but she had no need to tell Aya that she couldn't read.
2-"Has the ability to confuse people with her song. Although nothing special during the day, her song never ceases." from her data in PoFV...which took place during the both the day and the night. So she sung regardless wether it would be effective or not. And while most of the touhou girls don't actually have much of a motive behind their actions, almost all of them are at least aware of what's going on. Mystia didn't notice a single thing.
3- Overconfidence is a mark of inexperience and that was what Mystia had when she fought in IN. I wasn't pointing out her strength but simply the fact that she couldn't determine a good situation from a hopeless one. If you come across a hail of snowballs from an opposing force then isn't it natural to retreat and come up with a better strategy? Hers was essentially to yell out a boast; "All humans fear me in the darkness! If I wanted, I could call enough youkai here to eradicate every human in this land. " so basically, she couldn't evaluate the fact that her opponents weren't regular humans (she also seemed to ignore the fact that youkai don't fear her at all...older youkai seem to think she's a bother btw).
4-Err, she constantly handling those animals and couldn't be bothered to properly examine them? Besides, most birds have good eyesight. Also, I wouldn't call her con very complex to be honest...
5-Being dumb and having shady morals don't really go hand in hand as an argument. I was just pointing out that even Mystia seems to realize that she wouldn't retain the information very well... Siki:Hey. Have you forgotten what I've said? Mystia:Eh? When did you say anything!?
She totally forgot what Siki said and even forgot that Siki said it...at least Cirno(and Reisen) had the decency to simply admit that she couldn't understand it. Note, Lyrica forgot what she said too but at least remembered that Siki said something.
When I saw this pic I never expected to find all this and I am glad. One thing I love about games or anything that interest me for that matter is getting background on it. This time I got background and a very elegant debate, so Thank You finalagent and dandan.
Looks like Finalagent can't be beat... Meh, I still believe that Mystia is smarter than what people give her credit for.
I mean it's like comparing Cirno to someone like Marisa, I mean yeah, she looks dumber in comparison, but when you compare her to other fairies, she's practically einstein.
Anyways, I doubt that someone that is business savvy as mystia can be seriously labeled as 'dumb'
