Don't think so. Kasuga Maru has orange eyes, brown hair. The bangs are different too.

We don't know the names of them yet, they're new Kaiboukans (DE's).

And they now have names with their inclusion into the Winter event. I'm not sure yet which is which, but if I'm not mistaken, "little Ise" is Hiburi while "little Kasuga Maru" is Daitou. Already tagged them.

EDIT: Looks like took them in reverse, but oh well.
