Well Matsukaze, you'd even wonder why you can't hold a candle against him, seeing as:

- when he comforted the two Yamatos because they blamed themselves for failure, he made Yuubari and Akashi bawl as well

- his room becomes foreign capital ship sleepover at times in the week

- freakin Abyssals ranging from common foes to unique variants like Midway Hime visiting him

- notorious DD's even beg him to do shitty roles so they have a righteous excuse to call him their names for him

- made a heavy cruiser class be conflicted as to what they should do for their next course of action when seeing his toned body

- lets not forget the old breed casually entering the bath with him

Matsukaze might've gotten lucky here honestly. Kami and Haru look like they might've been booting up kill mode in that second panel....

The mouthless solid circle eyes generally just mean they're mutely observing without any interest in participating. It's more of a "Oh, hey, our chuunibyou gigolo-wannabe sister is trying to mack on another of our sisters... pass the popcorn" expression.

If they had the line mouth, but with just the dot eyes on a blank face it gives a horror movie vibe to me since 'faceless entity with only unnatural eyes" is a go to method to make something creepy, which those faces definitely are.

Anyway you see uninterested observer I see "what are you trying with our new sister you creepy perv?"
