"Clever" in the sense that instead of pissing her off once, she's now getting pissed off twice, plus she knows exactly who is responsible, and is now far more likely to follow through on her murder threat...

If she didn't throw her undershirt in particular, she could also respond to this by simply changing back into her normal clothes, thus thwarting his plans, as well, which means his plan relies upon her throwing her shirt instead of her spear (which she has already done quite recently), which is only guaranteed to work out in the Admiral's favor because the artist wants it to work...

Ah, but Murakumo here is a tsundere, and an easily manipulated one at that. He probably knows exactly which buttons to push to get her to wear it. And he probably doesn't mind the murder attempts that much, considering he keeps trying.

He also got a reward for his peeping, Murakumo's tights!

He's also kind of an idiot. He didn't exactly figure out how to play his hand when he was getting Murakumo to press her breasts against his arm, and wound up with a cicada on his face. Even by her own admission, Murakumo would have already fallen for him completely if he didn't keep screwing it up.
