    I don't believe it's like that, though. Here, she seems to be referencing people's tendencies to overlook a simple problem in favour of searching for a more difficult one. Unlike the Streetlight effect which says that people look for the easiest problem/solution, which in this case would be the simple "it's not plugged in, so plug it in", she's looking for something wrong with the computer itself (the more difficult solution which would require either tech support or a replacement of parts). At least, that's what I got out of reading it.
