It's drawn by a different artist. To be fair KonoSuba isn't known for animation inconsistency and neither does the official art (especially when not drawn by Koichi Kikuta the character designer) so the animators can do whatever the fuck they want if it means to draw KonoSuba characters through their own artistic freedom.

also you can compare each episode in season 2 with every episode of season 1 to see the difference lol.

Indeed they do, the animation director specifically wants to let each animator go as off-model as they want.

But even in the official light novel art, where proportions are much more normal and consistent, Darkness and Luna are larger than this.
