If anything, it's just "tsundere", not really going for an insult. I mean, does "shitty admiral" count as anything more meaningful than "ppoi" or "pan-pakka-pan" at this point?

For a naval base where the female to male ratio is like 500:1, they really could use hella lot more girls' bathrooms

Why would there even BE a male bathroom you could just put one on the office and maybe one in the mess hall and make every other bathroom female because you know, aside from the admiral and the occasional Lebe who really uses a male bathroom in a fleet?

More likely it's just the law that any public building be built with equal numbers of both. My job has a ratio of probably about eight or nine men to every woman by a rough estimate and we still have even numbers of both types of bathrooms in the building.
