    I once grew carrots and this happened. They were smaller than my pinky finger. I thought it was from a lack of fertilizer (I was curious how little they needed).

    The problem with bulbous plants (ones which store the nutrients on their roots) mostly are not the amount of nutrients that infuses the soil, but rather the conditions to make them store the nutrients in their bulbs instead of making their stems and leaves grew. Sweet potatoes will began to store up nutrients in their tubers if their stems and leaves got regularly pruned within 2-3 feet from the main stalk. Also, don't over-fertilize---nitrogen will boost the growth of plant's stem and leaves but won't do much on tubers. Instead, phosphorus and potassium would.

    For carrots, what you need is a good, airy soil that is not too densely packed. Carrots grew in hydroponics could be longer, larger and sweeter compared to those planted in soil because it met less resistance while growing.
