If I remember my Doctor Who pseudoscience right, the Blinovich Limitation Effect ensures that if they make physical contact, or if Ro tries to interfere with Yuu causally (for instance, attempts to prevent her from being remodeled), there will be an explosion. Assuming, of course, that they are the same individual, which isn't a given in all Kantai Collection continua.

True, that is also a possibility. In which case Ro is presumably Yuu's first regeneration.
