So would tickling your child be molesting? I think this is a similar situation where the commander considers (at least most of) them his children, and somewhat vice versa.

Also it all depends on the "aggressors" intent and how the "victim" views it. And I doubt either party would apply this as true "molesting". Hence it is most likely *not* a molestation of any kind... though admittedly it can depend on the country they have the base at.
