It's kind of important for Kyouko's existence that she maintains that yamabiko like her are the echo, not sound bouncing off of things. That kind of limits her ability to truly use echo location, because she's the one controlling and bouncing the sound back, and not passively reading the bounces off of objects.

I think its better to say that Kyouko does not have the organ/sensors responsible for receiving echo, but rather having her 2 ears to do her job
