Aside from Alice, Sanae, Reisen and Okuu everyone in Sky Arena is commonly depicted as being completely flat. The only characters in these two pics that aren't completely flat are, oddly enough, Alice, Sanae and Okuu. The only inconsistency between common breast size and these pics is Reisen, who's breasts are out of view in either pic.
It should be noted that by "common" I refer to art decent enough to be put here on Danbooru. Zun-style art and terrible Pixiv sketches that turn everyone into a collection of rectangles with large ovals for heads might be more numerous, but I'm just more familiar with Danbooru's statistics.
