That's one of the drow archers from the game Dungeons and Dragons: Shadows Over Mystara, by Capcom for the arcade.

This is one of the Shadow Elves, which are unique to the Mystara setting, unlike the drow which are in damned near every D&D setting nowadays.

And yet its pretty obvious they're clearly trying to mimic the drow.

Honestly it is unfortunate they were made dark skinned for the beat em ups. They're pale skinned, to the point they and water elves can be mistaken for each other.

They aren't drow.
