I'm a bit on the fence as to whether or not this should have the Kirby 64 tag. I'm not really sure which game the middle Kirby is supposed to represent, but I assume it's 64, both because it's between Super Star and Return to Dream Land, and because of the paintbrush, which could be a reference to Adeleine.
You can also note that the his blush stickers really stand out, just like in the game model in Kirby 64. So I think you are right.
No direct link to the artist, though multiple people in the comments suggested it to be kuroume (aihikarikuroume24). The nature of flipnotes can make the artist hard to track sometimes.
