Since I created this thread 9 days ago, the overall interest in this topic has been pretty low.
I have to admit that my modification proposal is not an essential step in the improvement of Danbooru. So far, Danbooru and all the other websites based on it have lived smoothly without stumbling across this matter.
Nevertheless, I would be pleased to receive some feedback coming from a more experienced user. Maybe in reality this is a non-issue or the suggested changes are too complicated / far reaching.

A complete redefinition of the breasts tag is not intended. Changes are only meant to cut out the subjective "focus" part and turn the rest into a general tag covering all breast sizes (also small_breasts + average_breasts).

I had seen that, but given the last statement above thought perhaps I had missed something while looking through the thread. Particularly since you canceled the small_breast -> breast implication, which seemed somewhat counter to making the tag a catchall for breasts.

You have a point there. I cancelled the implication request for small breasts thinking it would somehow belong to the outdated parts of my proposal. I planned the reintroduction of this implication in form of a bulk update.
Sorry to make this thread even more confusing than it already is.
This is will be my second self-bump of this topic and probably the last one. Please rest assured that I don't plan on artificially keeping this matter alive longer than necessary. I merely want reach a higher amount of forum readers and get some exposure. Sadly there is no view counter for forum topics so I don't know how many have actually looked into this thread. So far, there have been only five participants commenting on my proposal, from which only one (BrokenEagle98) stated his clear opinion and helped me advance my thinking on this topic. NWF Renim provided a general feasibility evaluation.
At this point, I want to invite some more Danbooru community members to pass a comment. I even encourage you to only indicate your basic interest (+1) or lack of interest (-1) in my proposal (forum #114847) without giving a reason.

Maybe distinguishing them based on the character's head size, just like huge_breasts and gigantic_breasts (about half the volume of the head).
I'd make a +1 for this. But would it be an implication from breast to medium/average_breast or would it be done manually? Since large breasts etc. already imply breasts, it has to be done manually. And now go through over 600k of breasts posts and add this tag.

I don't really get what you said here. Did you mean to remove all implications to breasts and create an alias to turn breasts into normal/average_breasts?

Let breasts "imply" average breasts if the post isn't tagged with huge/large/small breasts. Of course it's no implication, but an easy function^^. Otherwise you would've to do this manually...good luck :3.

Theoretically, I could do this "manually" by interacting with Danbooru's REST API. As a platinum member I can send up to 20000 requests an hour. Updating 300000k posts would take me around 15 hours total. But this would require a lot of trust in a single new user like me. Accomplishing these changes on admin / server side would be smarter and safer.
But do you go through every post then? I smell a lot of mistagging then^^.
Do you mean "mistagging" in terms of false positives? Automated tagging of all posts that are the result of the query "breasts -small_breasts -large_breasts -huge_breasts -gigantic_breasts" would of course generate false positives.
I see. But the key question is going to be: What do we want to define as the greater evil? A bigger pool of posts tagged medium_breasts containing a small about of mistagged ones or a smaller but perfectly tagged pool. Booth views have their pros and cons, I guess.
