A villainous character from the manga and anime One Piece. He is one of the Five Elders leading the World Government (actually, he and his four colleagues are just the World Government's public face, the real ruler is Imu, who granted them all immortality, regeneration, and other powers, all of which they can take away at any time).
After he let Monkey D. Luffy escape, he was killed by his master and replaced with Figarland Garling.
His portfolio is weapons research, and as such, he oversaw Kuma being turned into a mindless cyborg weapon and the human experiments on Bonney (which granted her the powers of the Age-Age Fruit, but also infected her and her mother with the deadly Sapphire Scales disease) and Ginny (according to popular fan theories, she was raped by either Saturn or another world noble, resulting in Bonney).
