Cupid is the Roman god of erotic love and beauty. He is armed with a bow and arrows (often depicted as heart arrows), and may be trying to instigate some chemistry between two people. In modern culture a cupid is depicted as a winged infant.
This is not to be confused with a cherub, a winged infant that is typically unarmed.
