Use this tag when the legs are not covered by clothes (including footwear) from the thighs until the middle of the shins.
Images should only have this tag if you can tell from the image that this is the case, meaning that all or almost all of this part of the leg must be in the picture.
Do not use when nude or bottomless applies.
