that's because the fans demands it & i have to admit that i am a fan of the pairing

do fans just demand Misaki also get Touma?

If i remember correctly, at one point in the novels Kakine tortures Uiharu to make her tell him the whereabouts of Last Order. Some fans took this as a base for a crack pairing and ran with it.
Personally I would prefer if Uiharu was admitted into Touma’s harem, just to see how Mikoto would react

BTW, on the topic of Touma’s harem, where did they get the idea to include mental out in it?

If it's Misaki, probably she started approaching Touma just to annoy Mikoto. Isn't she the troll character for Mikoto like Worst for Accellerator ?

I have not kept up with the Railgun manga, so I don't know if Misaki has appeared besides that one time.
However, regarding the light novels, Misaki is only ever mentioned in passing, such as:When Mikoto discovers Touma's memory lost, she briefly considers asking Misaki, but disregards it for not wanting to owe her a favor.
Otherwise, no real interaction between them.

Then again, I don't keep up with the (light novel) side-stories either, so I could be missing something here.

It's because the artist has made several comics about Misaki being added to Touma's harem. He also did it for Musujime (before NT2!) and Kinuhata (who didn't want to die alone like Frenda).
