Parodying the Kochikame gag of Kankichi's immediate superior Chief O'Hara Sergeant Oohara Daijirou blowing his top over the former's latest antics, which became increasingly elaborate and over-the-top over time in Kochikame, with Oohara sometimes morphing into a fully-armored samurai swinging around multiple katanas aggressively or dressed as a Vietnam war commando spraying machine gun fire all over the place.

This has been relentless parodied in fanworks of other series using different characters (where they are called/tagged the "Chief Oohara Gag"). Such as here where we have Air Groove dressed up as a bulky COG trooper while brandishing their trademark chainsaw-bayonet-equipped Lancer assault rifle.
