Raccoons (not tanukis) are an invasive species in Japan that is highly destructive to both agriculture and the natural ecosystem there, so... yeah, culling them is sadly the best option.
(All because of irresponsible pet owners becoming enamored with raccoons because of an anime in the seventies.)
