I think it's a mage wand or a mage_staff as represantation of magic of the Forest of Magic. At least looks like something druidic.

If the idea is that Alice is explaining how a phantomous Jizou came to be to Kyouko, and that it's not common in response to Kyouko greeting "all the jizou", and then wonders why this particular jizou is the one that became animated: those staffs probably represent the location of jizou in the forest, or travelers in the forest (walking stick). The curled top of the staffs makes me think of a Buddhist staff with the metal ring topper and the chimes, but simplified.

That being said I really hope Alice isn't committing a faux pas in panel 4...
