I don't think it's something she makes a habit of, though: she does so to the heroines of Phantasmagoria because she happened to run across them while checking on Komachi.

Actually it's said in Perfect Memento that she does go around to people in danger of ending up in Hell to lecture them while on breaks. So, it is a habit, we just don't know how often she has breaks to do it in.
I guess aside from CM Shikieki Judge's rules about hell that she just stop... in the end its about getting the money. Reminding Komachi is not all hell's rules since they're own the living. They might need funds to get a better place to live.
According to the PoFV profile, Komachi's motto is "Death means loss, life means profit", meaning "anything can be accomplished while you're still alive". Thus this is actually pretty IC for her.
