Oh hey, I think I finally recognized the grim dude in the cape and the chick in the hood between Maki and Hayato. I'm pretty sure that's Theif and Magic User from Capcom's Dungeons and Dragons brawler, Shadow over Mystara. According to TV Tropes, of all places, apparently their official names are Moriah and Syous. Not entirely sure how to tag all this, but I'll give it a shot.
