It's a specific horse racing term, referring to a racehorse speeding up in pace without the jockey's input (and then refusing to be reined in). The English equivalent jargon is "rank" or "running rank".
EN Umamusume translates the term as "rushed" which conveys the meaning and nuance pretty well especially to people unfamiliar with horse racing terms.
