I filled in the remaining stuff on frame 2. The Shop screen in the game has a few more buttons now than it did when this 4-koma was published, but all the original buttons are still there.
What the strip is describing generally is in the team organization screen, your tanks are arranged in what they call "Units" of up to 5 tanks. The real-world military term would be a "Platoon" (WWII US Army tank platoons usually had 5 tanks, while present day platoons have 4 tanks), so I usually use that term because it is more precise. In the game each tank has a "Team" of 2 to 6 people (depending on how many crew members the vehicle can accommodate), which I would just refer to as a "Crew". You can configure the platoon however you like to suit the mission requirements.
When you start the game, you get 5 slots for platoons. Having multiple slots makes it easier to switch between setups; I have one with my highest power characters and vehicles for hard missions, a couple for level grinding of characters, and one for missions that require a reduced number of vehicles. You can get a 6th platoon slot for free but additional ones (up to 10) require currency (Tank Souls) to purchase.
For the thing in panel 3, I think she is saying she wants to be the vehicle commander (車長) of the lead vehicle/"Captain's vehicle" (隊長車). The US Army term for this position would be the "Platoon Leader".
As far as what Darj is talking about in the last frame, I think that Rukuriri is still wearing her regular school uniform, which is a 3-star or lower rarity card in the game, while the other girls changed into 5-star card costumes. Another possibility is that since Rukuriri is one of the less well-known characters, she doesn't have quite as many 5-star outfits as the others. Nothing in the game actually prevents you from using a lower rarity card as the Platoon Leader. In fact, I use a 4-star Miho card as the Platoon Leader frequently because this particular card has a super-useful "Captain Ability" even when everyone else is a 5-star card. In general though the 5-star cards have stronger abilities, which tend to make them a better choice for the Platoon Leader.

Additionally, I didn't notice that they were wearing different outfits in the 4th panel. :P It looks like Orange Pekoe is wearing her idol costume, Darjeeling is wearing her Christmas 2018 costume, Rosehip is wearing her Valentine costume, and Assam is wearing her 2nd anniversary costume. Also, the costumes they are wearing in the 4th panel are the same ones shown in the 1st panel.
