Hololive is 'in' right now, and Azur Lane has never been shy about having parodies of other IPs.
IMO we didn't get Rikka squad because they wanted a shuba, at least it wasn't the priority reason. My guess is Anosillus 2nd doesn't have enough waifu-points/not shaggable enough. Namiko and Hass are at least high school girls. Hell, despite appearing in both series (albeit in different designs), she doesn't have nearly as much fanart on pixiv as Rikka's friends. Hass has roughly twice hers, and Namiko has roughly twice Hass's.
AL's first two collectible collabs (Neptunia and Uta) both had six collab ships, but the three that came after (Hololive, DoA VV and iM@S) all had seven collab ships, so it also could have been a numbers/profit thing.
Most importantly, people like finding reasons to poke at things people are emotionally invested and baiting for cope/seeth reactions, so there's that.

Azure Lane's age appearance go from kindergarteners to matured adults, so being high schoolers probably has nothing to do with this, though you probably aren't implying that is the real reason they got in over Anosillus II.
We can't also put all the responsibility on Manjuu, it's a crossover, so Trigger also had their say in it. We won't figure the reason why Anosillus II isn't in the crossover with simple conjecture. We'd need real internal data to understand how the crossover was planned and decided.
