going beyond even that, from a recent interview with ZUN apparently at one point (before the first Higurashi came out I believe, but I'm not sure) Ryukishi07 had wanted to do a Touhou side story game (like the fighting games) together with ZUN, but ZUN had told him it would be better if he came up wih his own original story, and so we get Higurashi and Umineko

I'd believe it. ZUN is always encouraging the creativity of the doujin community in general.

ZUN let Ryukishi07 use Touhou in Umineko because they are close friends in real life. It was said at an interview with them.
