The horsegirls are often depicted with that kind of running pose. Exaggerated more in the OPs, with arms spread further apart. Seen something very similar before, but I couldn't place the exact horsegirl. Sakura Bakushin O, maybe? Though maybe that's just the similarity between the two characters.

This is the parody of 3+ star Sakura Bakushin O's rainbow skill (優等生×バクシン＝大勝利ッ) activation. Pretty silly over the top compared to other's skills IMO.
