Ahh be we know Sakuya's weakness, Meiling just has to exploit it.
Meiling isn't exploiting anyone's weakness, Team Useless But For Their Sex Appeal is just there to job. What we really need is Sakuya/Youmu vs. Reimu/Marisa.
1. Sakuya is utterly in love with Meiling but simply can't admit it.
2. Is jealous of Meiling's real boobs.
Add those two things together and you have the "tender affections" that Meiling receives.
...I don't think her beating her up just now is about the boobs (probably still just pissed about the driving or maybe just doesn't see China as anything more than an obstacle between her and the win). Also, Sakuya is the one who cooks and thus, the one who's really in charge of the SDM, between teaming up with China or Sakuya I'm pretty sure Flandre would be smart enough to make the proper decision.

Flandre pretty much (going by the general theme of the artists) has a crush on Meiling and would do anything for here. Of course Remillia has a crush on Sakuya which would make it interesting.
