"Tag what you see", right? We can't see enough of the left shoulder to know there's a stump or not. The arm could just be wrapped around the woman and out of view. And a quick look through the comments on the tweet doesn't say anything about missing limbs.

This is why you have to be more careful when removing tags than when adding them. Look at the legs.
