There are people saying that this RO skin is drawn by Lowlight as a one-last-ride sendoff to MICA, despite the game skin description doesn't mention who draws this exact skin. Is it true?

Cant really tell if it is drawn by lowlight or not, so I cant quite comment on that, but I can say that them not including the artist in the costumes description was "Intended" and that whoever drew the costume might've requested to not be credited. So that could elude to it being drawn by somebody amongst the staff, or somebody else entirely.
