Even her secretary quest, which is supposed to be about the player bonding with the shipgirl, is more about Enterprise than anybody else. Zuikaku isn't even as bad as Essex, she actually talks about things besides the Grey Ghost from time to time.
Essex basically has "Ark Royal Syndrome", a nice design, ruined by a god awful obnoxious personality.

Story and playable versions being separate perhaps and the changes from a character quest rarely show itself in any events.

I dunno about why Columbia and SoDak are drawn with similar body heights here, but for the latter, I think it's because SoDak's default attire wouldn't go well with the nature of this comic, which in a sense: children friendly.

Weird then that Hornet doesn't receive the same treatment. Not to mention Warspite, and you can't convince me that her (under) attire is more SFW than SoDak.

I think it's more meant to look "casual", maybe? Hornet's attire might pass for casual, but SoDak's wouldn't I think.
Edit: Might also simply have been more annoying to draw.
