It's the Aspic Jelliez outfit with a sweater over it.

That was probably Hama-kouhai's greatest day.

Akigumo may not bother with fashion, but at least she isn't a violent force of pure anti-fashion like Hama.

I had completely forgotten that bizarre shirt. Looking back, we all pretty much called it as being perfectly suited to Hama's taste.

Fair point. It is definitely the collar from that outfit, though, and Hamakaze says she got this outfit from Hibiki, so it's a bit of a puzzler.

We do know that Hamakaze is a bit of a seamstress, so it's certainly not impossible that Hamakaze used the collar from the Aspic Jelliez sweater and put it on the current creation; but that wouldn't fit as well with with "this is the fashionable outfit you gave me". It's also possible that Hamakaze used just the sleeves, with their distinctive jester wrist-cuffs, in another creation. (Do I want to go back and check the cosplay strips to see if there were any jester cuffs?)

(Another option is simply art error. Kouji has mixed up Hamakaze's sleeves before, and that was on successive days. I'm not absolutely saying that that's what happened here, but it's a possibility.)
