Hard to tell height wise... and in the game itself Shino didn't make a big deal about Izuna's chest, and given how Izuna kinda idolizes Shino... it could be that Shino asked to touch them and Izuna said yeah.

She's not jealous in a way she's comfortable with her body she's just making fun of her breast like haruhi does to mikuru (whatever her name is) in the 2nd episode. Not really breast-envy if she doesn't look like she's upset or have a jealous look on her face.
