it's leg armor, also the leg rigging's also slotted into them.
I realize it's armor/guard of sorts but its also part of the shoes so im unsure how to call them.
And the rigging being part of them is even more reason to have something to support/strap them up, since those must weight considerably. If there is nothing supporting them, those would probably fall of or at very least kind of sag uncomfortably to the front.

She's got that Takanashi Hikari hair bun thingy, a whole bunch of nets, and it seems like all the Ameri-Kans but the DEs are going to be... carrying extra-thick chest armor.
The design overall feels a bit more Azur Lane-ish, with brighter colors and more fanciful accessories (those star hairpins with ribbons), but I guess maybe I'm just not used to the feel of Zeco's art yet.

I feel you, the fanciful gear feels its more in the field of AL. Personally, not a fan, especially not the boots/leg gear. Otherwise the back gear and outfit looks pretty nice.
Imo colors are good, it's kinda distinct. Strong blue, red and white feel very american. Wonder if it will be theme of following USS (DD) shipgirls.
Even if I don't agree with what they're saying, getting angry at randos over the Internet for having different tastes enough to just start posting angry comments about them is probably worse than having even silly criticisms of art. If they're arguing the merits (or lack thereof), you can too.
Anyway, considering the heels, maybe they're like ice skates, and you're only supposed to put them on just before you get in the water? Depending on if it's a magical girl-style transformation, they may just be mary janes that grow screws out the back, or if it's like the anime, they don't put them on until in the water, anyway. (It's not like carrying turrets and smokestacks on your back are practical, either.)
