It's a reference to using three Command Seals (Reijuu, 令呪) in FGO to revive your party at full HP and NP after a total party wipe, in effect a "continue".
So, either a child(like character) not understanding "Reiwa" and mistaking it for the other "Rei-thingy"/"Command thingy" (and throwing up smoke and mirrors when called out on it), or she does know and is making a pun off the first kanji.

With Rakki, it could be either. She's not a child, but she's very self absorbed.
