IIRC Mamiya was filled with spies, as being a food supply officer/staff was a very convenient position for cloak-and-dagger stuff. Mostly only the internal affairs kind of spying though, with a bit of counterintelligence (because, basically, they're spying on their own troops).

Get the car ready! You're pampering her too much! You can take the carrots, Comrade.Come to think of it, we haven't seen hide nor hair of the Italian and French ships, have we?For example, we don't have the foggiest who was tapping into our phone call yesterday.Italieeeen!Could it be that the Admiral thought that far ahead...?Especially Iowa-san and Gangut-san.MAY BLUES!Jawohl!Keep up that lackadaisical attitude and soon someone's going to come and take advantage of it.One really must focus themselves.
