Assuming he's been properly tagged, there are only five strips with "third_eye_(costume)" as of this one. That may obviate the need for a separate character tag.

Plus, we've seen Kappa #21 a bunch of times, but he hasn't appeared often enough to warrant his own tag.

Also, we'd still need to know if we should use his proper name or Mizuki_Hitoshi's mixup.

Didn't see the third_eye_(costume) tag. That should let us find him well enough.
