Not necessarily. Pubes are often brown, even when the girl is blonde, at least that's been my experience.

If there's one thing I can appreciate about this Urushihara's work, it's that he makes the areola/nipple the right color. Most of us aren't pink there, sorry boys.

Actually, sometimes the pubes are darker then the hair is, (I.E it is still red just a dark red as the hair on the head fades slightly due to exposure to the sun); though you are also right on that account Ichigo69.

Although I love Urushihara's artwork, I can't help but notice his female faces all look pretty much the same.
